Punishment must not be sadistic or perverse. In virtually all situations, torture is forbidden. Punishments must be humane and reasonable while still being unpleasant enough to be effective. In extremely rare conditions, torture may be permissible in order to prevent catastrophic harm such as an imminent terrorist attack.
